Understanding Benefits Eligibility

Use these materials to help people understand their benefits eligibility for a broad range of programs and identify any programs they are missing out on.

Benefits Eligibility Screener

These materials guide people to Illinois Benefit Hub where they can learn about dozens of federal, state, and local benefit programs at once. In an average of 6.5 minutes, users can screen their eligibility for tax credits and programs that assist with food, housing, health care, child care, utilities, and more. They can also find information on where to apply or get help applying for benefits.

Recent Program Changes

Use these materials to alert program participants to recent program changes, including how they may be impacted and what actions they need to take.

Changes to SNAP Eligibility

The federal government recently restricted eligibility for SNAP. People between the ages of 18 and 64 are subject to new work requirements. Certain legally present immigrants will lose eligibility entirely. Use these resources to educate participants on how they may be impacted and what actions they need to take to keep their benefits.

Changes to WIC Formula

In February 2026, Illinois WIC is transitioning from providing infant formula from Mead Johnson (Enfamil brand) to formula from Abbott (Similac brand). Use these materials to help participants understand how to navigate the transition.

WIC

Despite its many benefits to children, WIC is underutilized in Illinois. The ICTEH developed outreach materials that can be used by anyone to raise awareness of WIC. These materials were designed with input from Illinois WIC families and WIC agencies to overcome specific participation barriers they identified.

Summer EBT

Summer EBT (SEBT) provides a monthly grocery benefit to low-income families with school-aged children during the summer months when children are out of school. Because SEBT is a new program, implemented in Illinois in 2024, communities can play an important role in raising awareness about the program, who is eligible, and how to get connected.
